NOTICE OF COMPLETION OF THE TENTATIVE ASSESSMENT ROLL
Pursuant to Real Property Tax Law, Sections 506 and 526, notice is given that the of Hancock Assessor has completed the 2026 tentative assessment roll. A copy of said roll has been left with the Town Clerk, and may be examined until May 26 at Town Clerk’s office, 661 W Main Street. Tuesday, May 26, the Board of Assessment Review will meet from 4:00-8:00 PM to hear complaints in relation to the tentative assessments at the Hancock T own Hall, 661 W Main St. A publication containing procedures for contesting an assessment is available at the Assessor’s Office. The Assessor will be in attendance with the tentative assessment roll at the Hancock

NOTICE IS HEREBY GIVEN that the Annual Budget Hearing of the inhabitants of the Hancock Central School District, qualified to vote at school meetings in the district will be held at the Hancock Elementary School Cafeteria, located at 67 Education Lane, Hancock, New York 13783 on Monday, May 11, 2026 at 6:00 p.m. for the transaction of such business as is authorized by Education Law.
NOTICE IS ALSO GIVEN that the vote upon the appropriation of the necessary funds to meet the estimated expenditures, or any propositions and the election of the members of the Board of Education shall be held separately from the annual budget hearing on Tuesday, May 19, 2026 in the Hancock Middle/High School Building Room 203, located at 67 Education Lane, Hancock, NY 13783, between the hours of 2:00 p.m. and 8:00 p.m.
NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any taxpayer in the district during fourteen days immediately preceding the vote and on the day of the vote, except Saturday, Sunday, or holidays at the school district offices between the hours of 9:00 a.m. and 3:00 p.m.
NOTICE IS ALSO GIVEN that at the annual meeting and election, the following propositions shall be presented to qualified voters, after such propositions have been finalized by the Board of Education:
PROPOSITION #1 – Hancock Central School District Budget
Shall the Board of Education of the Hancock Central School District be authorized to expend a sum not to exceed $14,266,873 for the fiscal year 2026-2027 and to levy the necessary tax for the local contribution thereto?
PROPOSITION #2 – Louise Adelia Read Memorial Library Budget
Shall the budget for the Louise Adelia Read Memorial Library in the amount of $97,994 for the fiscal year 2026-2027 be approved and the Board of Education of the Hancock Central School District be au-thorized to levy the necessary tax for the local contribution thereto?
PROPOSITION #3 – Buses
Shall the Board of Education of the Hancock Central School District be authorized to purchase and finance two (2) 65-passenger student transport vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $350,000, which is estimated to be the total maximum cost thereof, to be paid by (1) expending $10,710 and any unexpended amounts on deposit in the District’s Capital Reserve Fund (transportation) established in May of 2022 and thereafter terminating such fund, (2) expending $139,290 from the District’s Capital Reserve Fund (transportation) established in May of 2023, and (3) the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law for the balance of $200,000, or so much thereof as may be necessary; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $200,000, be issued?
NOTICE IS ALSO GIVEN that petitions nominating candidates for the offices of members of the Board of Education must be filed with the Clerk of the District not later than April 20, 2026, between the hours of 9:00 a.m. and 5:00 p.m. The following vacancies are to be filled:
A. For the Board of Education, one (1), three-year term commencing July 1, 2026 ending June 30, 2029.
B. For the Louise Adelia Read Memorial Library Board of Trustees, one (1) five-year term commencing July 1, 2026 ending June 30, 2031.
Each petition must be directed to the Clerk of the District, be signed by at least 25 qualified voters of the district and shall state the name and physical address of the candidate and the name and physical address of each signer.
PLEASE TAKE FURTHER NOTICE that any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, which petition shall be filed with the Board of Education not later than 30 days prior to the date of election set forth in this no-tice. Any proposition may be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of money is required, by the proposition and such proposition fails to include the necessary specific appropriation.
MILITARY BALLOTS: Military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (607) 637-1301 or tkarcher@hancock.stier.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 23, 2026. In a request for a mili-tary ballot application or ballot, the military voter may indicate their preference for receiving the applica-tion or ballot by mail, facsimile transmission, or electronic mail. Completed military ballots must be re-ceived by the School District by 5:00 p.m. on May 19, 2026 in order to be counted.
EARLY MAIL VOTER and ABSENTEE BALLOTS: An application for early mail voter and absen-tee ballot may be applied for at the Office of the Clerk/District Office, 67 Education Lane, Hancock, New York 13783. Such application must be received by the District Clerk at least seven days before the vote set in this notice if the ballot is to be mailed to the voter, or the day before the vote if the ballot is to be de-livered personally to the absentee voter. Early mail and absentee ballots must be received in the Office of the District Clerk not later than 5:00 p.m. on the day of the vote.
A list of all persons to whom early mail and absentee voters’ ballots have been issued shall be available for public inspection during regular office hours which are between the hours of 9:00 a.m. and 3:00 p.m., except Sundays. Any qualified voter may, upon examination of such list, file a written challenge of quali-fications of a voter of any person whose name appears on such list, stating reasons for the challenge. Such written challenge shall be transmitted by the Clerk or designee to the Inspectors of Election on Election Day.

Public Hearing
PLEASE TAKE NOTICE that the Hancock Town Planning Board will hold a public hearing, pursuant to section 3 procedure G of the Town of Hancock site plan review law, on the application of Cello d/b/a Verizon Wireless for approval of an installation and operation of a new personal wireless service facility (cell tower). Said project is located at 9692 County Highway 28. SAID HEARING will be held on the 21st day of May 2026, at the town offices at 7:20 pm o’clock, at which time all interested persons will be given an opportunity to be heard.

The Town of Hancock is seeking bids for the following proposal:
Cadosia Walking Trail located along State Highway 268 Hancock, New York 13783
There will be a contractor walk-through scheduled for May 15, 2026 at 2:00 p.m.

Bids need to be received in a sealed envelope clearly labeled “Walking Trail”. All bids must be received by the Hancock Town Clerk by mail or in person delivery prior to 7:00 p.m. on June 2, 2026 at which time they will be unsealed. All bids must include a non-collusive bidding certificate.
All bidders must also comply with NYS Labor Law Section 220-I which requires all contractors to be registered with the NYS Department of Labor before submitting bids on public work projects. A valid Certificate of Registration must be submitted with the bid.
The Hancock Town Board reserves the right to reject any and all bids.
