NOTICE OF SPECIAL SCHOOL DISTRICT MEETING

OF THE VOTERS OF THE

HANCOCK CENTRAL SCHOOL DISTRICT

 

THE BOARD OF EDUCATION OF THE HANCOCK CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the District on the October 3, 2019, a special meeting of the qualified voters of said School District will be held on December 5, 2019 by paper ballot from 2:00 p.m. to 8:00 p.m., prevailing time, for the purpose of voting on the proposition described below, by paper ballot, at the Middle/High School Building located at 67 Education Lane, Hancock, New York. 

PROPOSITION

Shall the Board of Education of the Hancock Central School District be authorized to undertake a capital improvement project (the "Project") consisting of certain renovations, additions, alterations and improvements to the Districtís Middle High School building and campus, Elementary building and campus, Public library and campus, bus garage and campus, all to include site, access, parking and playfield improvements, demolition, hazardous materials abatement, utility, mechanical, plumbing and electrical improvements, the acquisition of original furnishings, fixtures and equipment and payment of professional fees and all other necessary costs incidental to such work, and expend therefore a total sum not to exceed $8,000,000, which is estimated to be the total maximum cost thereof, and to pay for the Project by using (i) any available funds, including State building aid, (ii) $611,000 from the Reserve Fund approved by the Districtís voters in May of 2015, $500,000 from the Reserve Fund approved by the Districtís voters in May of 2017, $628,000 from the Reserve Fund approved by the Districtís voters in May of 2018, and (iii) to the extent necessary, the levy of a tax upon the taxable property of the School District to be collected in annual installments in the years and in the amounts as the Board of Education shall determine and in anticipation of such tax shall the School District be authorized to issue up to $6,261,000 of obligations of the School District and levy a tax to pay the principal and interest on said obligations when due?

PLEASE TAKE FURTHER NOTICE that qualified voters of the District may obtain applications for an absentee ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 5:00 p.m. on December 4, 2019, and must be received no later than 4:00 p.m. on November 27, 2019 if the absentee ballot is to be mailed to the voter. Completed applications received after 4:00 p.m. on November 27, 2019 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 a.m. and 4:00 p.m. through December 4, 2019, except on Saturdays, Sundays or holidays.

The District determined that work to be undertaken at the Districtís Middle High School building and campus and Elementary building and campus constitutes a Type II Action pursuant the New York State Environmental Quality Review Act ("SEQRA") and further determined that work to be undertaken at the Districtís bus garage constitutes an Unlisted Action and issued a Negative Declaration with respect to such work in accordance with SEQRA.

NOTICE IS FURTHER GIVEN that the proposition set forth on the voting machine label shall appear as follows:

Resolution

Designating offices to be filled at 2020 Village Election.

At the October 28, 2019 meeting of the Board of Trustees of the Village of Hancock, the following resolution was offered by Shaun Shannon, seconded by Dawn Gotthardt, who moved its adoption: WHEREAS, THE Board of Trustees must designate by resolution and publish the location of the Village election and the offices which are to be filled in election and the terms thereof: NOW THEREFORE BE IT RESOLVED: Section 1. That the Board of Trustees designated the 2020 Village Elections will be held at the Hancock Village Hall, 85 East Front Street, Hancock, NY. Section 2. That the Board of Trustees designated the following offices are vacant at the end of the current official year to be filled at the Village Election to be held on Wednesday, March 18, 2020, for the following terms: Trustee - Two (2) for 2 years. Section 3. The Village Clerk is hereby directed to publish this resolution in full in the Hancock Herald. Section 4. This resolution shall take effect immediately.
