NOTICE IS HEREBY GIVEN that the resolution a summary of which is published herewith has been adopted by the Board of Trustees of the Village of Hancock, Delaware County, New York on the 9th day of April, 2018. Such resolution was adopted subject to a permissive referendum and the period of time has elapsed for the submission and filing of a petition for such referendum without a valid petition having been submitted and filed, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Village of Hancock is not authorized to expend money, or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution of New York.

BOND RESOLUTION DATED APRIL 9, 2018. A RESOLUTION AUTHORIZING THE ISSUANCE OF SERIAL BONDS OF THE VILLAGE OF HANCOCK, DELAWARE COUNTY, NEW YORK IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $4,000,000 PURSUANT TO THE LOCAL FINANCE LAW TO FINANCE CERTAIN IMPROVEMENTS TO THE VILLAGE’S WATER SYSTEM AND DELEGATING THE POWER TO ISSUE BOND ANTICIPATION NOTES IN ANTICIPATION OF THE SALE OF SUCH BONDS TO THE VILLAGE TREASURER.
Object or Purpose: certain improvements to the Village’s water system, including replacement of aged and failing watermains throughout the Village, replacement of water meters with digital remote read meters, restoration of a one million gallon water storage tank and rehabilitation of existing water wells and treatment facilities, at an estimated maximum cost of $4,000,000.
Period of Probable Usefulness: forty (40) years.
Amount of Obligations to be Issued: not to exceed $4,000,000, a portion of such amount to be offset by a Water Infrastructure Improvement Act grant anticipated to be received from the New York State Environmental Facilities Corporation.
