NOTICE TO BIDDERS
PURSUANT TO SECTION 103 of the General Municipal Law, the Town of
Hancock, County of Delaware, State of New York, will accept sealed bids
for the care and maintenance of various cemeteries and grounds in the
Town of Hancock for the 2009 season as per specifications.
Bids will be received by the Town Board at the Town Clerk’s Office, 661
West Main Street, Hancock, New York until 7:45 PM, Tuesday, May 5, 2009
at which time the bids will be opened.
The Town Board reserves the right to reject any and all bids. All
bidders shall comply with Section 103-D of the General Municipal Law of
the State of New York as it relates to non-collusive bidding.
Non-Collusive bidding certificate forms and Bid Specifications may be
obtained from the Town Clerk.

LEGAL NOTICE
NOTICE IS HEREBY given that the Annual Budget Hearing of the inhabitants
of the Hancock Central School District qualified to vote at school
meetings in the district will be held at the Central School building on
Monday, May 11, 2009 at 7:30 p.m. for the transaction of such business
as is authorized by Education Law.
NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money
which will be required for the ensuing year for school purposesmay be
obtained by any taxpayer in the district during fourteen days
immediately preceding the annual budget hearing, except Saturday,
Sunday, or holidays at the school district offices between the hours of
9:00 a.m. and 4:00 p.m.
NOTICE IS ALSO GIVEN that the vote upon the appropriation of the
necessary funds to meet the estimated expenditures, or any propositions
and the election of the members of the Board of Education as well as the
members of the Louise Adelia Read Memorial Library Board of Trustees,
shall be held separately from the annual budget hearing on Tuesday, May
19, 2009 in the central school building auditorium, between the hours of
2:00 p.m. and 8:00 p.m.
Petitions nominating candidates for the offices of members of the Board
of Education as well as for members of the Louise Adelia Read Memorial
Library Board of Trustees must be filed with the Clerk of the District
not later than April 20, 2009 between the hours of 9:00 a.m. and 4:00
p.m. The following vacancies are to be filled:
A. For the Board of Education, one three year term ending June 30, 2012,
presently held by Frank Brown;
B. For the Board of Education, one three year term ending June 30, 2012,
presently held by Rebecca L. Smith;
C. For the Louise Adelia Read Memorial Library Board of Trustees, a five
year term currently held by Harvey English expiring June 30, 2014.
Each petition must be directed to the Clerk of the District, be signed
by at least 25 qualified voters of the district, shall state the
residence of each signer, the name and address of the candidate, and
shall describe the specific vacancy of the Board of Education or Library
Board for which the candidate is nominated, which description shall
include at least the length of term of office and the name of the last
incumbent.
PLEASE TAKE FURTHER NOTICE that any proposition that is re quired to be
included for vote shall be submitted in writing by means of a petition
signed by at least 25 qualified voters stating the residence of each
signer, which petition shall be filed with the Board of Education not
later than 30 days prior to the date of election set forth in this
notice. Any proposition may be rejected by the Board of Education if the
purpose of the proposition is not within the powers of the voters or
where the expenditure of money is required, by the proposition and such
proposition fails to include the necessary specific appropriation.
ABSENTEE BALLOTS: An application for an absentee ballot may be obtained
at the Office of the Clerk/District Office. Such application must be
received by the District Clerk at least seven days before the vote set
in this notice if the ballot is to be mailed to the voter or the day
before the vote if the ballot is to be delivered personally to the
voter. Absentee ballots must be received in the Office of the District
Clerk not later than 5:00 p.m. on the day of the vote.
A list of all persons to whom absentee voters’ ballots have been
issued shall be available for public inspection during regular office
hours which are between the hours of 8:00 a.m. and 4:00 p.m.
Any qualified voter, may upon examination of such list, file a written
challenge of qualifica-tions of a voter of any person whose name appears
on such list, stating reasons for the challenge. Such written challenge
shall be transmitted by the Clerk or designee to the Inspectors of
Election on election day.

sister rafters installed, along with a knee wall over an existing
container, braces installed, and a metal roof with a lifetime warranty
is required.

BUDGET HEARING MEETING WILL BE HELD IN THE HANCOCK Central School
Auditorium on Monday evening, May 11, 2009 at 7:30 p.m.
ON TUESDAY, MAY 19, 2009 VOTING WILL TAKE PLACE IN THE CENTRAL SCHOOL
BUILDING AUDITORIUM FROM 2:00 P.M. UNTIL 8:00 P.M. ON THE FOLLOWING
PROPOSITIONS.
1) Shall the Board of Education of the Hancock Central School District
be authorized to expend a sum not to exceed $10,596,006 for the fiscal
year 2009-2010 and levy the necessary tax for the local contribution
thereto?
2) Shall the budget for the Louise Adelia Read Memorial Library in the
amount of $86,424 be approved and the Board of Education of the Hancock
Central School District be authorized to levy the necessary tax for the
local contribution thereto?
3) Shall the Board of Education establish a capital reserve fund under
the provisions of Education Law 3651 (1)? The purpose of the fund is for
construction, repair and reconstruction of capital improvements and the
acquisition of equipment. The ultimate amount of the fund shall be
$750,000. The probable term shall be 5 (five) years. The source from
which funds will be obtained can include any or all of the following;
unappropriated fund balances from the general fund as determined by the
Board of Education, state aid related to expenditures from the capital
reserve fund, interest income related to investment of monies in the
fund, and any other additional monies thereafter authorized by the
voters of the District.
4) Shall the Board of Education establish a capital reserve fund
pursuant to the provisions of Education Law 3651(1)? The fund
established for the acquisition of vehicles to be used for the
transportation of students. The ultimate amount of the fund shall be
$500,000. The probable term shall be 10 (ten) years. The source from
which funds shall be obtained can include any or all of the following:
Transportation aid; non appropriated fund balances from the investments
of money in the fund; and any other additional monies hereafter
authorized by the voters of the district.
5) There will be voting for two positions on the Board of Education,
each for a three year term.
6) There will be voting on one position on the Louise Adelia Read
Memorial Library Board, for a five year term.
There WILL be a regular meeting of the Hancock Central School District
Board of Education on Monday evening, May 11, 2009 at 7:00 p.m. in the
Superintendent’s Office –Room 202.
